Democracy under Pressure, War in Europe – Where Is Academic Freedom Heading in Eastern Europe?
Increasing populism combined with attempts to create skepticism towards democratic structures and scientific expertise are threatening academic freedom in Europe, especially in Eastern Europe. Russia's war of aggression against Ukraine further exacerbates this situation. Such challenges can hinder free research, jeopardize democratic resilience and weaken economic and social innovation. These developments also present a significant obstacle for the upcoming EU enlargement process and for better support for the Widening countries (EU 13). What strategies can strengthen the resilience of Eastern European academic institutions to populist pressures while maintaining their competitiveness? How can the EU strengthen the protection of academic freedom in its enlargement and accession processes?

Geopolitical events have brought Germany's Eastern neighbours and partners into the focus of social interest in recent years. Acute crises and conflicts tend to make the headlines. In-depth knowledge is needed to fully understand the dynamics of Eastern Europe and to make sustainable use of the complex international interdependencies for the future. To meet these challenges, the Leibniz Association unites the greatest expertise in Eastern European research within the German non-university research landscape.
